    European science and innovation policy are in transition. As Horizon 2020 draws to a close, the European institutions are putting the final touches to the next budgeting cycle and the new-look program Horizon Europe. Global lines are being redrawn in the EU’s research relationships with its competitors and collaborators including the U.K., China and the U.S. The COVID-19 pandemic has brought forward calls for Europe to regain “technological sovereignty” and restore its industries.

    Key questions to address:

    • Is Europe on the right track in fostering research and innovation?
    • What’s the added value of European research? Can that value be realized with the current allocated budget?
    • How can we ensure that European research and innovation initiatives translate into tangible results for European citizens and industry?
